Founded in 2020 by Janean Kong, Jim Chapman, L.B. Carpenter and Michael Stuart, all of the Tax Law Institute (with the invaluable assistance of 2021 Tax Court bar applicant, Rod Monger, Ph.D.), the Hawai'i Federal Tax Clinic offers free advocacy, free tax education, and pro bono legal representation to low-income Hawaiians who meet IRS Income Guidelines. The Clinic is generously supported by the Tax Law Institute. The Hawaii Federal Tax Clinic is a 501(c)(3) corporation.
The Acting Clinic Director is Tax Counsel Jeffrey Thompson E.A. USTCP. He is an IRS enrolled agent and is admitted to practice before the U.S. Tax Court.
The Hawai'i Federal Tax Clinic is a "no-fee" clinic (a minimum fee of $25 is sometimes collected to cover minimal expenses) that offers free legal services to low-income Hawaiian taxpayers who have docketed cases before the IRS and United States Tax Court.

Funded by the Tax Law Institute, our scholarship program for seniors selects individuals to participate in an all-expenses-paid, online series of eight-week course(s) at Harvard Medical School. The program is open exclusively to seniors. The program is led by Khadija Y. Deloache. Its primary objective is to help seniors learn more about managing their healthcare so they can live longer.
How to Apply
A remote curriculum - equivalent courses studied during the first year of medical school - makeup the program. There is no cost to the recipient to participate. Begin on January 17. 2026 as an authorized U.S. Tax Court legal representative of low-income taxpayers in the Honolulu Tax Court. Participate in remote hearings at the IRS independent Office of Appeals and the U.S. Tax Court. Confer with counsels to determine settlement or proceed to trial. Review documents - Notice of Deficiency, Petition, Agreements, Briefs, etc. Amend Petitions and negotiate settlements. Prepare summary judgement and engage in motions practice. Conduct legal research and work with other tax professionals, law professors, United States Tax Court Practitioners and attorneys.
